I'd like to think that data will be able to foretell the future. We need to collect transient data about how students learn in (yet to be developed) learning environments. We can then match the learning pathway data to achievement and see which ones are best suited for particular types of learners. And in the process, this will help forecast future learning ability and efficiency for each learner.
Right so in our parlance that would be called using data to construct a theory .. the theory then guides how you act based on what you see. It's not that data is useless but without a theory it's backwards looking. The theory... In this case of learning... Is what allows it to be forward looking.
